Start by steaming the mussels in water, white wine, and lemon juice. Strain the mussels and place them in a colander, but do not discard the water.

Remove the empty top shells from the mussels. Place the halves with the meat face up on a baking pan. Drizzle with the boiled water mixture, followed by the garlic butter, Parmesan, and parsley.
